Supply Chain Manager
TITLE: SUPPLY CHAIN MANAGER
LOCATION: Jakarta
ROLE PURPOSE:
The Logistics Manager will ensure effective logistics support to Save the Children`s programmes and operations in Indonesia through both the management of the Jakarta logistics team and technical line management of field logistics staff. The post holder will be responsible for the supply chain, effective management of fleet, assets and stocks, and ensuring countrywide procurement is in compliance with SCI’s SOPs and policies.
The post holder is a member of the Extended Management Team (EMT), may be invited to lead or participate in cross functional groups and will participate in EMT meetings as planned.
In line with guidance provided by ILT, the post holder will contribute to building the most positive and affirming work environment possible and promoting culture of the organisation that is aligned with the mission, evolving goals and strategic ambitions aligned with the Membership Accountability Framework.
The post holder will also contribute to the standards as noted in the Prospect Member Framework as follows:
- Responsible/Support on-going development and emergency programming of the existing portfolio in Indonesia in order to achieve ambitious breakthroughs for children,
- Ensuring continued development & management of a high performing field office teams..
- Contributing to the development of strong partnerships.
- Helping to build a strong brand for the organization by ensuring compliance with global brand procedures and awareness of brand in local market.
The post holder will Lead on achievement of the global operations KPIs on logistics, and contribute to achievement of global KPI’ as follows:
- Risks and financial management
- Global Management Indicators.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY
As a member of the Extended Management Team, contribute to:
- The overall management of Indonesia National Office
- The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children
- Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including NO financial management, communications, advocacy, and human resources.
- Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
- Ensure offices comply with all Save the Children Quality Framework Standards and Standard Operating Procedures.
- Share good practices and lessons learned from all programs and logistics operations across the country.
Strategic Oversight and Accountability
- Align supply chain activities with organizational strategy, focusing on customer needs, market trends, and competitive dynamics.
- Use financial literacy skills to manage budgets, monitor costs, and make decisions that strengthen the financial health of the supply chain.
- Apply critical thinking and data analysis to improve efficiency, solve problems, and drive process optimization.
- Develop risk management strategies to address supply chain disruptions, ensuring compliance and supplier relationship management.
- Provide leadership and vision for supply chain activities, ensuring alignment with Save the Children’s goals.
- Develop and implement strategies to enhance efficiency, accountability, and sustainability in supply chain operations.
- Responsible for developing and implementing comprehensive Suppl chain strategies to optimize supply chain operations, drive innovation, enhance sustainability, generate revenue, and to have a road map on establishing effective cold chain, carbon credit and agribusiness management
- Monitor performance against Key Performance Indicators (KPIs) to measure efficiency, effectiveness, and impact.
- In collaboration with P&T Department, develop localization policies and other related policies required for SC Indonesia transformation, mainly towards the locally-led (with advanced localization status).
- Provide inputs and support various strategic initiatives, mainly those related to impact – revenue model, e.g., BESTARI, Eco-Convener, etcetera at Save the Children Indonesia as part of its transformation journey.
In-House Supply Chain Management
- Oversee procurement, fleet management, warehousing, and inventory control to support program needs.
- Manage assets and stocks in compliance with SCI and donor policies, acting as the TIM system administrator.
- Ensure timely delivery of goods and services through efficient supply chain processes.
- Implement procurement processes while ensuring compliance with logistics policies and donor requirements.
- Optimize fleet management for timely, safe transportation, vehicle usage, maintenance, and fuel efficiency.
- Develop supply chain plans aligning with organizational strategies and resources.
Corporate/Partnership Supply Chain Collaboration
- Collaborate with donors, partners, and suppliers to optimize supply chain performance.
- Engage in transparent partner selection and capacity building per SCI Partnership Principles.
- Build and maintain strategic partnerships to enhance supply chain capabilities and innovation.
- Establish partnerships for supply chain programs, identifying synergies and opportunities for collaboration.
- Support partners through capacity building initiatives, including training and knowledge sharing.
- Enhance the capacities of strategic and implementing partners in supply chain management.
Procurement and Supply Chain Management
- Review and update all supply chain policies and procedures regularly
- Ensure all procurement activities comply with SCI policies, donor regulations, and ethical standards.
- Coordinate procurement planning and execution, ensuring alignment with programmatic goals.
- Develop and manage contracts, framework agreements, and relationships with key suppliers.
Compliance and Risk Management
- Ensure full compliance with SCI’s Minimum Operating Standards (MOS) for supply chain management.
- Identify and mitigate risks within supply chain operations, including fraud prevention and quality control.
- Conduct regular audits and reviews to uphold transparency and accountability.
Staff Management and Development Leadership
- Lead and mentor the supply chain team, providing guidance, setting clear goals, and promoting continuous improvement. Foster teamwork and a positive work environment, ensuring staff have opportunities for professional growth and development. Ensure the team works towards shared goals and meets Key Performance Indicators (KPIs) as outlined in the Country Strategic Plan (CSP).
- Collaborate with the P&T Department to manage the Develop to Perform (DtP) process. Facilitate professional development plans for each team member to align with SC IDN`s required competencies.
- Focus on staff management by building the skills and capabilities of both field and central supply chain staff to meet organizational needs. Encourage accountability and high performance through regular feedback and support.
- Develop and implement training programs to enhance staff skills and knowledge.
- Monitor team performance and provide constructive feedback to drive improvement.
Facilitating Transformational Change
- Establish and Maintain an environment of continuous learning, where staff are encouraged to innovate and grow.
- Implement processes to measure and improve performance, ensuring alignment with organizational goals.

Supply Chain Optimization, Innovation, and Income Generation
- Facilitate the seamless integration of high-quality humanitarian and development initiatives through robust supply chain management.
- Develop protocols to improve coordination and resource allocation across various teams.
- Cultivate a culture of continuous improvement and knowledge sharing.
- Identify and exploit opportunities for the supply chain to generate income by optimizing logistics and procurement, forming strategic partnerships, and exploring avenues like carbon credits, cold chain logistics, and agro/aqua forestry supply chains.
- Lead efforts to enhance end-to-end supply chain visibility, streamline processes, and implement lean practices to boost efficiency and reduce costs.
- Utilize digital and advanced technologies such as AI, IoT, blockchain etc to enhance supply chain operations.
- Develop and implement sustainable practices within the supply chain, including tracking carbon footprints, using renewable energy, and applying circular economy principles. Collaborate with suppliers to ensure compliance with sustainability standards.
Brand, Communication, Reputations, and Representation
- Ensure Save the Children’s brand aligns with global guidelines.
- Build relationships with key stakeholders, including government authorities, donors, and NGOs.
- Boost the organization’s profile through effective supply chain operations.
- Engage all staff in brand building across project sites and with external stakeholders.
- Uphold Save the Children`s brand procedures and reputation.
- Maintain active relationships with government authorities, donors, partner agencies, and local communities. Represent Save the Children Indonesia in relevant forums and meetings.
- Actively being part in regular working relationships with government authorities, donors, partner agencies, the UN system, and NGOs.
- Represent Save the Children Indonesia with government bodies, donors, partners, and members.
KEY PERFORMACE INDICATORS
- Achieve a 90% or higher satisfaction rate from cross-functional teams (Program, Finance, HR, etc.) by ensuring seamless coordination and integrated supply chain management to support organizational objectives and drive programmatic success.
- Increase income generation through cost optimization initiatives, targeting a 10-15% reduction in logistics and procurement expenses while identifying at least two new revenue streams (e.g., carbon credits, cold chain logistics) to double the operational income.
- Improve end-to-end supply chain visibility by implementing digital solutions (AI, IoT, blockchain), reducing delays and inefficiencies, and thereby reaching 30% more beneficiaries through timely and reliable supply of goods and services.
- Develop and sustain at least five new strategic partnerships annually with key stakeholders (e.g., donors, NGOs, government bodies) to triple the impact by expanding the scope of program delivery and enhancing service provision to vulnerable communities.
- Achieve 100% completion of staff professional development goals, leveraging cross-functional collaboration to ensure that supply chain teams, as well as program teams, work in tandem, delivering high-impact, integrated solutions to beneficiaries.
- Lead sustainability efforts that result in a 25% reduction in the environmental impact of supply chain operations (e.g., carbon footprint, renewable energy use), while collaborating with suppliers to promote adherence to sustainability standards, benefiting at least 50% more communities.
- Ensure zero major supply chain disruptions by implementing proactive risk management strategies and enhancing collaboration across teams to mitigate risks that could impact program delivery or affect beneficiaries.
- Strengthen the capacity of at least 10 key supply chain partners annually through training and joint initiatives, ensuring that procurement processes are aligned with the strategic goals of both Save the Children and partners, and increasing efficiency and effectiveness by 20%.
- Expand the reach of supply chain operations, ensuring that supply chain activities contribute to tripling the impact by providing support to 3x the number of program locations and beneficiary groups, through efficient resource distribution and local partnerships.
QUALIFICATIONS AND EXPERIENCE
Essential:
- Education: Bachelor`s degree in Supply Chain Management, Logistics, Business Administration, or related field. Master`s degree preferred.
- Experience:
- Minimum 7 years of demonstrable management experience in humanitarian operations, logistics, procurement, and supply chain management, including vehicle fleet management.
- At least 5 years of experience in international supply chain management or the logistics sector, with a proven track record of managing large-scale supply chain operations.
- Significant experience working in emergency settings, including humanitarian response and disaster relief operations.
- Demonstrated experience in procurement, warehousing, stock control, and transport/distribution of goods, ensuring efficiency and compliance.
- Experience using HF & VHF radio systems, satellite phones, and emergency communications procedures.
- Experience in fleet management, including optimizing vehicle usage, maintenance, and fuel efficiency.
- Strong understanding of localization principles and integrated programming concepts.
- Proven financial and budget management experience, including managing budgets between $500,000 – $3 million USD per year.
- In-depth knowledge of international and national humanitarian systems, donors, and emergency management protocols.
- Strong administrative and organizational skills, with the ability to handle complex logistics processes and high-pressure situations.
- Strong interpersonal skills, with the ability to communicate effectively and build relationships with stakeholders at all levels.
- Demonstrated leadership skills, with the ability to motivate, supervise, and mentor a team of professionals.
- High cultural awareness and the ability to work effectively in a diverse, international environment.
- Ability to remain calm under pressure, prioritize tasks, and navigate high-stress situations effectively.
- Excellent written and verbal communication skills in both English and Bahasa Indonesia.
- Demonstrated ability to manage and collaborate across teams, maintaining strategic oversight and ensuring alignment with organizational goals.
- Proven ability to coach, mentor, and delegate appropriately to staff, fostering a culture of development and growth.

- Experience:
- Experience working in disaster or emergency response contexts is highly preferred.
- Experience working in a complex, matrix-managed organization with the ability to align multiple teams and stakeholders towards shared objectives.
- Prior experience in both private sector and NGO environments, particularly in supply chain management, procurement, and logistics.
- Additional Skills:
- Experience with proposal writing, project management, and institutional donor relations, particularly for major donors such as WFP, USAID, ECHO, EU, DFID.
- Strong understanding of security considerations in humanitarian operations and the ability to develop and implement security/evacuation plans.
- Experience in designing and implementing strategies for supply chain optimization, innovation, and income generation, including carbon credits and agro/aqua forestry supply chains.
