CONSULTANCY NEEDED - KREASI ADVOCACY AND CAMPAIGN 

CHILD SAFEGUARDING:  Level 3: The post-holder will have frequent or intensive contact with children and/or young people (e.g., once a week or more, or four days in a month or more, including overnight stays) due to the nature of the work in country programs, visits, or responsibility for implementing staff vetting processes. 

ROLE PURPOSE: 
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the investment of the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.

KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.

This program will synergize its strategies and implementation with the successful DFAT’s INOVASI program. This alignment ensures that KREASI not only adheres to proven practices but also complements Indonesia’s national education strategies.

Under the KREASI Advocacy and Campaign Manager’s supervision, the KREASI Advocacy and Campaign Coordinator will work closely in developing and implementing a robust advocacy and campaign strategy, encompassing a mapping of the landscape and the engagement strategy and establishing partnership with key stakeholders.

This will also include support to provide overall vision and direction of KREASI program’s advocacy and campaign works across thematic areas and ensure that advocacy and campaign are an integral part of KREASI Theory of Change. In addition, support from the Advocacy and Campaign Coordinator in the external policy analysis and advocacy strategy development for KREASI supporting primarily on inequality that will influence government and institutions in changing and/or strengthening the implementation policies and practices to fulfil children’s rights in education, child protection, GEDSI, and climate change will be also required. 

KEY AREAS OF ACCOUNTABILITY:

Advocacy and Internal Relations 

  • Implementing the analysis of government regulation and policies in national and sub-national level in line with the KREASI goals and targets.
  • Managing the good but equal relation with relevant government officials in national level and sub-national level when required. 
  • Conducting the relevant research in line with the regulations and policies relevant to child rights area. 
  • Analyzing benefit of advocacy investment for organization funding in policy making process 
  • Supporting in developing the effective Advocacy and Policy Strategy in national level through consultation relevant Department, Staff, Technical Advisor.
  • Supporting facilitation of the development of advocacy and campaign strategy plan and annual report.
  • Facilitating advocacy and campaign strategy action, such as engagement in at least sub-national and national platforms.
  • Supporting in developing advocacy and campaign programs, policy paper impact stories, blog, journal, of advocacy project and training modules. 
  • Presenting advocacy and campaign best practice in learning event and others considered relevant. 
  • Supporting managing communication and action in advocacy and campaign with KREASI stakeholders in education, child protection, GEDSI, and climate change issues.
  • Contributing to the development of KREASI advocacy and campaign capability and be the key driver in establishing KREASI as one of the key lead in child’s rights issues in Indonesia for education, child protection, GEDSI, and climate change.
  • Contributing to the establishment of a 6 (six) monthly basis advocacy and campaign calendar with key moments and key opportunities for advocacy. Be alerted to seize advocacy and campaign opportunities when and as they arise.
  • Working closely with relevant departments, undertake and/or commission research on specific issues to inform present and future advocacy and/or campaign choices and to build KREASI position and coordinate high-quality briefings, letters, and other written material for internal and external use.
  • Providing technical support designated advocacy and campaign staff in planning, implementing, voicing advocacy messages, and scaling up the advocacy and campaign works.
  • Providing the substantial and technical support to the development of KREASI Advocacy and Campaign Annual Report. 
  • Providing the substantial and technical support to the development of the KREASI Advocacy Plan and Training Modules as part of Capacity Building of the advocacy area in KREASI programs.

Advocacy and External Relations

  • Supporting in managing the government relationship by preparing the sharing, disseminating best practice of the program to influence government at national and sub national level.
  • Supporting effective advocacy and campaign activity implementation at the national level by ensuring the systems and processes are in place to enable effective advocacy for children.
  • Working with relevant departments, to develop and nurture relations with key advocacy coordination groups across the organizations and ensure that KREASI advocacy work in country is informed and guided by Global Partnership for Education (GPE) and Save the Children global and national advocacy and campaign strategy, and the advocacy steer of the Global Advocacy Group.
  • Ensuring that active advocacy, campaign, and external communications are used to influence public opinion and political commitment nationally in support of children’s rights in education and child protection areas

QUALIFICATIONS AND EXPERIENCE
 

Essentials

  • Holding an academic qualification at post-graduate level or equivalent experience on issues directly related to public policy, international relation, communication and other relevant.
  • Having 3+ years substantial experience of advocacy or advocacy work in a related field, as well as contributing to the development and implementation of advocacy strategies, knowledge and understanding of a range of advocacy techniques.
  • Being advanced in written communication skills, including the ability to translate complex arguments into accessible language for a non-specialist audience, and the ability to write articles that would be published in the mainstream media networks.
  • Being excellent verbal communication skills, appropriate for high-level external representation. 
  • Being experienced in effective teamwork and outstanding inter-personal communication skills.
  • Being experienced in coalition building and working with civil society actors to deliver change.
  • Having sufficient fluency in spoken and written English.
  • Being experienced in effective teamwork and outstanding inter-personal communication skills.
  • Having ability to operate within an administratively self-servicing environment.

Desirable:

  • Possessing an understanding of human/child rights and development, international relations and humanitarian emergency response, and trends in donor policy.
  • Having good contacts in the relevant field, including the work of professional organizations academic/research contacts, NGOs, UN agencies.
