After more than thirteen years of its onset, the crisis in Syria is one of the most complex protracted emergencies globally. Since 2011, close to seven million people have been internally displaced and a similar number have sought refuge outside of Syria. Current trends indicate that the criticality of needs will continue in 2024 and the necessity to scale-up resilience and early recovery interventions as recognized in Resolution 2585 adopted by the Security Council in its 8817th meeting in July 2021, will become increasingly pertinent to alleviate long-term dependence on humanitarian responses and allow crises affected Syrians to rebuild their lives.
The Humanitarian Response Plan (HRP) 2024 has set out the most urgent humanitarian needs in Syria for the coming 12-month period. In leading the early recovery sector, UNDP continues to expand and deepen its capacities in order to ensure sustained momentum towards shoring-up gains made and to set a trajectory towards addressing recovery needs at a meaningful scale. The early recovery portfolio is expected to expand in line with the severity of recovery needs and work in congruence with the ambitions of the current UN Strategic Framework for Syria (2022-2024), where UNDP is the co-lead of Pillar II ‘Sustainable Socio-economic Recovery’ and Pillar IV ‘People Resilience and Institutional Responsiveness’.
In Syria, UNDP has adopted a highly principled approach to the delivery of its mandate in providing critical support to crises affected communities. Acknowledging the sensitivities of the operational context, UNDP’s activities in Syria are further informed by bespoke measures to mainstream a do-no-harm approach based on a thorough context analysis, to ensure effective safeguarding measures are applied across all areas of operation in response to the challenges of the Syrian context. Building upon the experience and practices of UNDP in country, the focus is now on scaling-up recovery and resilience interventions which have proven to be effective, underscored by a an area-based and context sensitive approach.
Scope of Work
1.Managing the project and for adherence to the following corporate standards:
- Leads the project teams and works closely with a wide array of partners to ensure that the activities and interventions under the project directly respond to the UNDP country programme strategy;
- Supervises the project staff, provides coaching to staff and effective leadership
- Develops, oversees and monitors work plans and budgets for all activities in the project portfolio including approvals in Quantum for requisitions;
- Ensures timely and adequate reporting against plans, including timely and articulate progress reports;
- Identifies risks and challenges.to the ongoing operations of the projects and provides advice to the senior management on mitigation strategies;
- Ensures the integrity of financial and administrative operations in the project area through financial oversight;
- Strict and consistent application of UNDP rules and regulations and ensuring the implementation of clear accountability mechanisms;
- Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc., as required;
- Manages day to day administrative matters for the project with support from administrative staff and the performance of consultants, specialists, and advisers contracted under the projects;
2.Ensure coordination of key project components and build partnerships focusing on the achievement of the following results
- Ensure preparation of Annual Work Plans through coordination of inputs from various project personnel by conducting prep-meetings, and consolidating inputs prior to the clearance of Management Support Unit (MSU).
- Prepare and conduct regular coordination and update meetings related to the project to ensure project implementation is on track.
- Ensure project implementation is in line with donor requirements and UNDP policies, through setting-up quality assurance mechanisms, and conducting frequent and regular quality assurance checks.
- Act as a focal point for the project for information coordination and dissemination, in addition consolidation and clearance of inputs for requests related to Partnerships, Communications, MSU, Monitoring & Evaluation, and Reporting requirements.
- Provide timely updates to senior management on the status of the project activities and initiate follow-up action on the decisions made at the meetings including with the donor.
- Monitor the progress of the project activities to ensure their timely and successful completion by leading the preparation of quarterly and annual reports.
- Work in close collaboration with programme team leaders to review and update the project work plan (according to evolving needs and priorities) and support the implementation of the planned activities.
- Follow-up with counterparts to expedite implementation, meeting targets and maintaining project momentum;
- Coordinates the financial reconciliations for the project and ensures they are processes in line with UNDP policies and within the frameowrk of agreements signed with counterparts
- Keep high level of coordination across the available components with relevant programme and field teams to ensure timely and effective implementation of project.
- Advocates for UNDP`s work and represents UNDP with national authorities, the donor community, and international financial institutions, where requested;
- Liaises regularly and forges close linkages with other UN programmes, agencies and entities, as well as other international and national stakeholders concerned with or providing assistance on resilience issues in Syria;
- Ensures high-quality and timely reporting to donors and partners involved in the project;
- Contributes to the harnessing of effective partnerships and competitive selection of partners for implementation of UNDP projects;
3.Ensure timely reporting and information management, focusing in achieving the following results:
- Work closely with relevant teams/units in the CO and coordinate the preparation of information and inputs from various project components required for the project.
- Assist in the preparation of project-related documents such as background information, technical reports and periodic progress reports and statistical data on the overall activities of the project on behalf of UNDP;
- Ensure that the project tracking tool is updated with required information monthly, and any reporting requirements extracted are verified to incorporate in the required report.
- Participate in the regular meetings and other types of meetings associated with the project, together with the programme, operations, and programme support teams, and/or UNDP Senior Management.
- Support the Partnerships Unit through the coordination of information collection and inputs from project managers, verification of required information from various project counterparts, and provide inputs where required
4.Ensures facilitation of knowledge building and knowledge sharing in the CO:
- Advise programme and field teams on the requirements of the project to ensure full compliance.
- Provide contributions, as and when necessary, to the development of knowledge networks, communities of practice, surveys and information exchange with the project counterparts.
- Identification of sources of information related to results-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme goals.
- Contribution to UNDP Area based Approach and good practices through identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
- Support to address the resilience building challenges and opportunities and needs in collaboration with relevant team members.
- Sound contributions to knowledge networks and communities of practice.
- Organization of trainings for the operations/ projects staff on programme issues
- Work closely with communications and partnerships team to identify, collect and articulate media material and communication as per visibility guidelines of UNDP and the project.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Project Manager will report directly to the Programme Specialist (Socioeconomic Recovery). The Project Manager will also work closely with multiple teams across various pillars who are directly involved in the implementation of the project.

Advanced University Degree (Master’s degree or equivalent) in Engineering, Project Management, Programme Management, Business Administration, or related field is required,

A First level University degree (Bachelor’s Degree or equivalent) in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. |
