For the past 8 years, the EU-funded UNDP Public Finance Management (PFM) Pro PALOP-TL SAI programmes (2013-2017 and 2018-2022) successfully fostered and consolidated innovative tools and a solid Community of Practices (CoP) gathering more than 20 core economic governance state institutions and a similar number of CSO platforms in the 6 PALOP-TL countries (Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe, and Timor-Leste) to promote transparent and efficient PFM, budget oversight and economic governance. These programmes have been brokering CoPs that use south-south/triangular cooperation and peer-to-peer association between similar state and non-state institutions that have spurred a degree of coordinated policymaking on PFM transparency and accountability matters unmatched in most countries in the region. They have increased the quality and efficiency of policy dialogue, notably in countries with EU Budget Support operations, by providing critical, timely insider information, networks, and connection to oversight institutions.
The 3rd PFM Pro PALOP-TL SAI programme, the PALOP-TL Regional Economic Governance Programme – Boosting Public Finance Management Systems (PFMS) and Budget Oversight (Pro PALOP-TL – Phase III), aims to consolidate and scale up the gains and actions referred above to continue promoting transparent, accountable, gender responsive and open budgetary cycles, as well as to further strengthen parliament, the court of auditors, the executive institutions and citizens’ capacities to monitor how governments execute state budgets. Hence, the focus is now on promoting change and transformation in fiscal/tax transparency and domestic resource mobilisation, gender equal economies (EQUANOMICS), open and accountable PFMS, notably using digital technologies and promoting environmental sensitive initiatives. The programme will promote alignment with UNDP 2022-25 Strategic Plan directions of change, signature solutions and enablers, as well as with the EU Global Gateway axes on green (accelerating green transition for biodiversity) and digital transitions through its crosscutting issues.
The Project Manager and PFM Specialist will work under the direct supervision of the Pro PALOP-TL SAI (Phase III)’s Head of Partnerships and Chief Technical Advisor and is expected to:
- Ensure coordination of the Project Management Unit (PMU) and the daily management of all project activities in all the six beneficiary countries – Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé and Prínicpe, Timor-Leste. In doing so, the Project Manager & PFM Specialist will work in coordination with relevant UNDP Staff in the respective Country Offices.
- Ensure effective administration and technical management of the project, including experts and personnel support, proper oversight of project activities and results, planning the activities of the project and monitoring progress in all six beneficiary countries.
- Follow-up on the project’s communications and visibility actions, and ensure the institutional memory of the project.
- Coordinate and liaise with UNDP programme and operations staff in all beneficiary countries in matters related with the implementation of the project’s outputs and Annual Work Plans (AWP).
- Actively participate with the Head of Partnerships and Chief Technical Advisor to facilitate the project’s steering committee and provide guidance and support to organize the project’s national coordination committees in all beneficiary countries.
- Provide advice, guidance and technical support to all beneficiary institutions on the implementation/review of the multi-year AWPs.
- Coordinate all expertise provided by the project for the implementation of the activities, in particular for the organization of trainings, high-level working groups, communities of practice, exchanges of experiences, post-graduation programmes, procurement of relevant ICT equipment and software.
- Ensure effective cooperation and coordination between all the components and stakeholders of the project.
- Provide expert advice and technical insights in the formulation and/or implementation of UNDP’s Country Programmes and corporate Strategic Plan, particularly as they relate to Budget transparency and Domestic Resource Mobilization; External Control, Oversight and Monitoring of Public Finances systems.
- Provide guidance and advice on gender responsive budgeting and oversight/control/monitoring of public expenditures allocated to promote gender equality in all beneficiary countries.
- Analyze broader Economic Governance and external control of Public Finance Management issues and trends in all beneficiary countries and advise UNDP Country Offices and the partners accordingly.
- Ensure the mainstreaming of the project’s crosscutting issues and pursue the project’s SDGs targets in the activities, as relevant.
- Provide technical and expert support to consolidate a Facility for South-South and Triangular Cooperation (SStC) gathering the project’s beneficiaries and implementing partners.
In addition, the Project Manager and PFM Specialist should:
- Ensure coherence, impact and alignment of the project’s activities promoting budget transparency, domestic resource mobilisation and audit / external control of public expenditures in all PALOP-TL, as well as the necessary coordination, alignment and synergies with the other project components – namely, legislative budget oversight, parliamentary openness and public participation in budgetary processes.
- Advise the Head of Partnerships and Chief Technical Advisor, UNDP Governance unit and the project beneficiaries in all PALOP-TL on strategic issues, prepare comparative analysis, and make available best practices on the Pro PALOP-TL SAI domains.
- Work with the following institutions in the PALOP-TL to strengthen human skills and institutional capacities/tools for budget analysis and audit/external control of PFMS: Ministries of Finances, Tax Authorities, Supreme Audit Institutions, Parliament Budget Committees and relevant Civil Society Organizations (including media).
- Provide guidance, through the coordination of other project staff or recruited consultants, in the implementation of strategic and action plans, including providing technical advice on institutional capacity development;
- Provide guidance in strategizing and organizing the various activities that beneficiaries will be carrying out within the framework of the project’s work plans.
Finally, the Project Manager and PFM Specialist will carryout the necessary actions to ensure timely and effective reporting of the Pro PALOP-TL SAI (Phase III) activities, including:
- Design of annual work plans, timelines for activities and budgets;
- Coordinate the PMU staff, project recruited consultants, UNDP programme and operations/finance staff and other relevant implementing partners for the timely and effective submission of narrative and financial reports, as foreseen in the project document and in line with UNDP procedures;
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
- Monitor and report on progress and risks including monitoring and updating the risks and issues log according to the Steering Committee decisions;
- Monitor the implementation of the communications and visibility plan;
- Continuously review the project status and provide, under the supervision of the Head of Partnerships and Chief Technical Advisor, strategic and policy advice to the Steering Committee and National Coordination Committees on required follow up and/or corrective actions.
Institutional Arrangement
Under the direct supervision of the Pro PALOP-TL SAI (Phase III)’s Head of Partnerships and Chief Technical Advisor, the Project Manager and PFM Specialist ensures the daily management of the programme in all beneficiary countries and provides expert advice and support regarding all the outputs of the programme, more in particular on PALOP-TL PFMS matters. He/she will be based in UNDP CO in Praia, Cabo Verde, and will devote 100% of his/her time to the programme. He/she promotes a client-oriented approach consistent with UNDP rules and regulations.
Travel:
Frequent travel to Angola, Guinea Bissau, Mozambique, Sao Tome and Principe, and Timor-Leste Duty Stations will be required.
