Job Details

We are looking for an experienced leader to join Fife Council’s Employability team, working withing the Place Directorate. This role will have a key focus on leadership of the SDS funded Foundation and Modern Apprenticeship delivery teams as well as developing work-based skills academies to address local area and Employer needs.

This diverse and varied role can vary from day to day and requires exemplary organisational skills along with flexibility. Areas of focus include:

• Setting, adjusting and managing Service Level Agreements and setting good working practices to ensure the effective delivery of services.
• Leading on identified work areas of the Team on a day to day basis, on the instruction and guidance of, the Service Manager, including the work of other staff. 
• Developing and implementing new initiatives within the service, ensuring liaison and collaboration across and between portfolio areas as appropriate, which will consistently deliver high quality service user focused services. 
• Supporting and assisting the Service Manager in ensuring the effective organisation and delivery of the statutory and non-statutory, technical, professional and operational standards to achieve the requirements of the Team and service as a whole.
• Working closely and collaboratively with other Lead Officers and Team Managers in the Service to capitalise on skills and experience in relation to Service needs in order to ensure that delivery is met effectively.
• Leading and managing your Teams, supporting the operational delivery of service outcomes at an area level as well as facilitating partnership discussions with other services and external partners. Focusing on the key outcomes and milestones of the Employability Service, the Opportunities Fife Partnership, Fife`s Economic Strategy and other local strategies. 

The Person

The role of Employability Lead Officer is a challenging but rewarding role where you can influence positive change for Employability service users and make a real difference to those who are experiencing barriers to employment. 

If you meet the essential qualification criteria as per the Role Profile, we’d like to hear from you:

• Educated to SCQF level 8 which includes a HND or equivalent or recognised professional qualification, or significant relevant experience within a similar environment.
• Proficient IT, literacy, numeracy & budget skills.
• Proven ability to work collaboratively, both internally and with key external stakeholders.
• PVG scheme membership, including vulnerable adults and children.
• Proven ability to lead on the collation and interpretation of Performance Indicators and data, monitoring the operation of the Team to identify trends and changes of priority for future resource planning and service delivery priorities and procedures.
• Knowledge of Employability funding commissioning processes and bid submission advantageous.
