CHILD SAFEGUARDING
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE
The MEAL Officer, with technical support from MEAL Manager (ECW-MYRP) country office, will lead MEAL functions of ECW-MYRP in Save the Children Chin State. S/he is the key frontline MEAL staff interfacing with communities by spending 25% of work time in the field with communities. S/he will work closely with the program field staff to support the performance and quality of the project and provide support to Project Coordinator & MEAL Manager to be effective planning, implementation and monitoring the activities. The MEAL Officer will also be instrumental in establishing a robust accountability mechanism with communities targeted by the project. Within each of her/his jurisdiction area the MEAL Officer will be investing nearly 75% of time for implementing the M&E Plan, archiving, and managing database with support from the MEAL Managers and assistance from Program Staffs from field offices.

KEY AREAS OF ACCOUNTABILITY
Monitoring and Evaluation
• Work closely with Project Coordinator and field staffs to plan, coordinate and prioritise field monitoring visits with communities in the project area.
• Conduct constant dialogue with program field staff for enhancing the effectiveness of M&E tools and provide feedback to Project Coordinator
• Follow up on M&E Plan with respective responsible program staff and IMAs to collect all data and information that is planned and maintain database which is communicated to the Project Coordinator
• Collect data from source (usually field or communities) on a regular frequency (usually quarterly) for supporting data quality assurance.
• Maintain database for total reach, both direct and indirect, at the work area level (usually township) and by disaggregating data by gender, age, ethnicity and disability.
• Prepare monthly MEAL reports and regular update on 5Ws reports.
• Support collection of data and information for internal studies like operation research, internal baselines and end lines, which are assigned by MEAL Manager (ECW).
• Prepare charts/diagrams to review the indicator achievement for monthly program review meeting and for Project Management Team
Quality Monitoring
• Develop plans for quality monitoring in coordination with the project field officer to prioritize project activities for quality monitoring.
• Conduct quality monitoring using checklists developed by the MEAL team on a monthly frequency by conducting field visits.
• Share findings from quality monitoring with relevant project officer and facilitate the preparation of action plan to fill gaps from quality monitoring.
• Work with Project Coordinator and Project Teams to ensure learning within SCI is shared, across programme sectors and with head office and fed into the planning of programme design.
• Share action plan from quality monitoring with project coordinator and MEAL manager.
• Make sure the program conduct Quality Benchmarks for the key activities and follow up actions under program.
• Prepare and conduct Post Distribution Monitoring for distributions and share findings to program leads for evidence based decision-making process.
• Conduct follow-up monitoring visits to support implementation of action plans.
• Make and manage database from quality monitoring for wider organisation wise sharing and access.
• Support program field team by enhancing their understanding on quality monitoring usually through trainings and orientations.
Accountability
• Ensure that communities are well oriented and know about and how to use Feedback and Response Mechanism (Community feedback mechanism).
• Ensure that township leads and field staffs are responding the feedback received from community and recorded properly
• Ensure that all program standards are exhibited in selected sites in the project area.
• Establish an effective functional system for feedback handling and response mechanisms at community level with the support from Project Coordinator
• Assist in carrying out preliminary first inquiry report in case of serious nature of feedback filed by beneficiaries/communities and support for investigation and verification.
• Collect data for KPIs and IPTT monthly report submission from field teams with the support of Project Coordinator
• Perform and submit monthly IPTT, QB and CFM updated reports within defined timeline.
• Prepare and submit reports as required on the programming activities within township area for internal, donor and beneficiary community reporting.
• All activities and reports must be with strong evidence documents.
Child Safeguarding Responsibilities
• Support the process of ensuring that child safeguarding, and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators; and support the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.

PERSON SPECIFICATION
• At least 3 years’ experience in development, humanitarian context working for non-government organizations, UN agencies or consulting firms.
• Knowledge in M&E concepts or research experience is essential.
• Experience on data collection tools and database management
• Bachelor’s degree holder in any disciplines

• English communication skills, both written and verbal
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
• Willingness to travel to field offices and work in difficult environments according to travel requirements.
• Able to self-manage time effectively and execute plans independently.
